Rosaria Ribeiro

Vice President, Early Childhood Programs
Rose is an early care and education policy expert with more than 15 years of experience in project management, leadership and coordination, and child care assistance policies.
Rose is currently the Corporate Director for the Office of Child Care (OCC) contracts and has worked on multiple projects funded by the OCC. Her areas of expertise include early childhood systems building and financing and economic development analysis. Previously, Rose conducted extensive research on state and local tax and budget policies. As a graduate research assistant at Cornell University, she contributed to several projects on community economic development. Rose’s interest in early care and education, and her experience and knowledge of economic development and public finance, led her to work with Professor Mildred Warner on the Linking Economic Development and Child Care 研究 Project. As a research specialist for this project, Rose helped develop several publications that play a central role in the current debate about the economic impact of early care and education. Rose is the primary author of a methodology guide on estimating the impact of child care in the economy, which is currently used by state and local research teams to conduct such studies.
